IMAP Netherlands is pleased to announce that Hiemstra & de Vries (“H&DV”), a highly esteemed Dutch change management consultancy firm focused on the public sector, has been acquired by Leeuwendaal, a prominent HR consultancy firm, backed by private equity investor Bolster Investments. The transaction strengthens Leeuwendaal’s position in the public domain advisory market and creates a platform for further sector consolidation and growth.

H&DV, with around fifty professionals, joins the Leeuwendaal alliance while continuing to operate independently under its own name. By combining forces, the two firms complement each other not only organizationally but also in their services: Leeuwendaal in leadership, talent, and organizational development, and H&DV in strategic policy and transformation in the public domain. Together, they can offer clients a more integrated range of expertise and create greater societal impact.

Founded in 2004 and headquartered in Utrecht, H&DV is renowned for its high-impact, change management consultancy for public organizations, including municipalities, governmental bodies, NGOs, provinces, and safety regions. H&DV delivers multidisciplinary advice and training programs across themes such as climate transition, social domain, physical environment, digital transformation, business management, public spending, and safety.
